Madhesh Province : Is Saroj Sarkar in limbo?

The PSP Nepal led government of Madhesh province is still not safe. After the break of the old alliance, Chief Minister Saroj Kumar Yadav is trying to show Congress the way out of the government. He believes that in the changed situation, Congress itself will go out of the government. But Congress ministers are in no mood to resign.

In such a situation, Chief Minister Yadav has only one powerful option. He can dismiss Congress ministers. Being an executive of the government, this is his residual right. But he would not like to do so because last time Congress never hindered him in running the government.

Rather Congress cooperated as a honest partner. A few days ago, the parties included in the new alliance, including the CPN-UML, CPN-Maoist Centre, tried to oust the Chief Minister from power but the Congress reluctantly failed.

The attempt to remove Chief Minister Yadav is famous for the Sursand incident. Chief Minister Yadav would like to repay its debt to Congress. That is why as soon as Chief Minister Yadav returned from Kathmandu today, he started efforts to convince Congress to resign. Congress parliamentary party leader in Madhesh Province Assembly and Physical Infrastructure Minister Krishna Prashad Yadav told Tolpados on Thursday evening that we are waiting for his dismissal.

He said, ‘We know that the central coalition of power has changed. But we have only supported the present Chief Minister in running the government. So why resign? If the Chief Minister is willing and convenient, he should remove us from the government.’

Before removing the Congress ministers, Chief Minister Yadav wants to agree on the ministry distribution with the parties of the new ruling coalition. But the path to agreement between the parties is difficult and thorny.

All the parties of the new power alliance are the actors of Sursand scandal who wanted that PSP should not lead the Madhesh province government. And as an alternative to this, an unsuccessful strategic attempt was made to form a government under the leadership of CPN-Maoist parliamentary party leader Bharat Prashad Sah.

Even today all those parties seem to be stuck on their previous beliefs. And they are expecting that the PSP led government in the province will be displaced. That means the leadership should be from some other party and PSP should only be a part of the government.

Upendra Yadav, president of PSP, which is part of the central power alliance, believes that in six other provinces, there may be a government under the leadership of any party, but in Madhesh province, the government will remain under the leadership of PSP. That is why Upendra is increasing pressure on other parties of the alliance to join the present government led by PSP.

However, the central power coalition has not agreed to Upendra ji’s stand and painful but serious dialogue is still pending between the parties to reach the final conclusion.

Meanwhile, some media say that the blueprint of power sharing in Madhesh province has been prepared between the parties of the central power coalition, according to which there will be a PSP led government for the first two years and a CPN UML  led government in the last years. There are still six months left for the Saroj government of PSP leadership to complete two years. If such an agreement is reached, then the alternative to the Saroj government will be the formation of the CPN-UML leadership government only after the budget for the next fiscal year is brought.

Some people say that according to the latest agreement, Madhesh province government will be led by PSP for two years and CPN UML for two years. Which will start now. This means that the tenure of Saroj government under PSP leadership till now will not be counted.

 Sah, leader of the parliamentary party of CPN-Maoist in Madhesh Province Assembly, says that this blueprint of power sharing is not official. Although talks are going on between the parties at both the central and provincial levels. But no concrete solution has been found yet.

He says that CPN Maoist also has the right to lead the government. ‘We are confident that the clause of agreement will include the issue of CPN-Maoist leading the government for the last one year,’ he added .

It is said that the entire responsibility of accepting or rejecting the government of PSP leadership in Madhesh rests on the CPN UML is the largest party in Madhesh Province Assembly. And also the architect of the new central power coalition.

This party wants to make deep inroads into the politics of Madhesh province. This party has joined the federal government under the leadership of an MP representing Madhesh. This party, which has made three ministers from Madhesh province in the union government, would have a natural desire to lead the government in Madhesh province.

Saroj Kumar Yadav, leader of the parliamentary party of CPN UML in Madhesh Province Assembly, says that talks regarding the new government have just started from today. Many things will be decided by the central government coalition only. He believes that now the justification for the PSP led government in Madhesh province has ended.

Saroj, leader of the parliamentary party of CPN UML, said, ‘Today the Chief Minister spoke to me. But, I was in Parsa, outside the provincial capital Janakpur. Right now I am in Kathmandu. I will talk to the Chief Minister tomorrow as soon as I return from Kathmandu. It is difficult for me to say whether the power sharing will be like this or what will happen.’

The way PSP President Upendra Yadav joined the federal government, forgetting the issue of seniority. This seems to indicate that his position in the alliance is not decisive. Then can his views be ignored on the basis of leadership of Madhesh government?

One person said, ‘This is a bit difficult. Because Upendra is a power player and close to Prime Minister Prachanda. Expert in changing sides. It is possible that they may also take CPN UML leader KP Oli into confidence.

‘Yes, there is another pressure. Leadership should remain with PSP only. But the Chief Minister can change. It is said that Chief Minister Saroj is going through this psychological trauma. However, a few days ago Chief Minister Saroj had told that Prime Minister Prachanda is in his favor. But at that time the nature of power was different. CPN UML was in the opposition.

It is said that many puzzles of politics are unsolvable. Which becomes apparent only with time. Is it not a deep mystery that Congress remains in the government despite being out of the central power coalition? TolPados asked this question to Congress Parliamentary Party leader Krishna. He said that anything can happen in politics.

He said, ‘After all, what has the PSP led government done in Madhesh in the last six years? There is a need for a stable government which can take Madhesh towards prosperity.’

Another Koshi incident is not going to happen in Madhesh. That is, should the government equation be formed other than the central power coalition? Krishna says, ‘No, at present the official proposal to form a government between Congress and UML has not come from anywhere.’

Come on, the crisis of Saroj government will not be solved by distributing the ministries. There will be some more things. what what? The Province Chief has not arrived in the provincial capital of Madhesh. Those joining the government will be eagerly waiting for the Province Chief. We also wait.
